'ey Bobby, quick scoping is deliberately in there. People wanted it back so they put it in.
Rubbish, they were just being incredibly lazy and couldn't be bothered messing with the game mechanics. It is really bad as well, I have no problem with random fire no scoping, but the quick scoping is utter bollocks. It is way worse on this than MW2 as well.
It might well be something they tweak , so far the most obvious thing for that i've seen is that the knive seems to be toned down quite a bit (i have not unlocked the tac knife / melee combo so cant comment on that) - if you turn a corner and someone is almost running into you in BLOPS or MW2 whoever hit the knife button first won , i've been in that situation hit knife and been shot by a shotgun or an SMG (this might be down to lag but its happened a few times so i think they have nerfed the knife slightly)
Oh and since Elite is still buggered they have announced that they will extend the period you can buy it and still get 'founder' status to the end of the month and an 'extra month' (so what?) if you have already bought it

Call of Duty: Modern Warfare 3's launch has gone smooth in terms of online multiplayer stability -- players can play without experiencing any widespread issues like those faced by Battlefield 3 players following its launch.
What has not been working quite so well is the new Call of Duty Elite service. Users have been experiencing issues registering, logging in, accessing stats, and so on because Beachhead has had "trouble scaling the service to meet demand."
A new message on the service's status page -- where the status is currently labeled as "intermittent" -- explains what's going on and the efforts being made to keep users happy.
"[W]e are having trouble scaling the service to meet demand. Many of you are trying to get in and unfortunately, you can't right now," the message states. "You're frustrated, we know it, and we know we need to fix it. Our teams have been working non-stop to identify issues and resolve them as quickly as possible. Again, these issues have no impact on the performance of the game."
Both registration and login systems have been fixed, but the demand -- said to be "exceeding even our most optimistic expectations" earlier this week -- is still too much. To compensate for this as additional servers are added, access to Elite from the applications on Xbox 360 and PlayStation 3 will be limited for now.
As was stated when the issues first arose, gameplay data from both Black Ops and Modern Warfare 3 is safe even if you aren't able to see it at the moment. Once everything is resolved all of that data will be available through Elite.
In addition to the free and premium tiers of Elite (the latter of which costs $49.99 per year), those who bought the Hardened Edition of the game or an Elite membership by November 13 will receive Founder status. This is a lifetime status that grants access to exclusive competitions, prizes, and in-game goodies like camouflage, player cards, and emblems. This has all yet to be delivered, although doing so has been deemed "a priority."
To make up for all of the issues that early adopters have had to deal with, Founders -- which is to say, anyone with Elite at the moment -- will be receiving a free 30-day extension to their membership "to ensure that every premium member receives their full money's worth."
Additionally, everyone now has until the end of November to sign up and become a Founder (as opposed to the November 13 deadline). That's reassuring for those who, like myself, were hoping to wait for the problems to be resolved before subscribing. And yes, even those who sign up later this month and become Founders will get the extra 30 days of Elite premium membership.
While it's unfortunate that Elite couldn't have launched more smoothly, giving everyone a free month is a nice gesture to make up for an issue that might end up being resolved in less than a week. Unfortunately, we still don't have an estimate for when everything will be working properly, but at least we can play online multiplayer to pass the time.
