The writer of Children... caused a good rumble on All Things Zombie when I used to post there at the turn of the millennium. She was convinced she was making a masterpiece and constantly interfered with the director while he was trying to shoot it. Constant massive script updates from day to day shooting and in the end she pulled a Sean Connery and sealed herself and a friend in the editing suite to cut it into the disjointed mess you see on screen. I think they spilled coffee or something on one of the reels causing more re-shoots too.

The linking page makes a good point about this being an exercise for disaster planning using zombies, rather than a Nigerian uprising for example, so that an international incident is avoided.
In other words, when this document leaks they can say 'haha but it's about zombies' instead of 'this is a very real thing we will do'.
