I'd imagine they'd both get done? The racist hate crimes on one side and assault on the other. If they catch the guy who lamped him... it's not a particularly clear video.

In the "before" video, I thought the guy's outbursts and mannerisms looked quite similar to the tics seen in Tourette's syndrome (my only knowledge of which really comes from the "John's Not Mad" and "I Swear I Can't Help It" documentaries the BBC did)

IMO, it provides an "excuse" for the outbursts, but for him to repeatedly be throwing abuse in their direction would (again, based on what I've seen in the documentaries!) indicate that that is actually how he feels about black people/foreigners.

Even if there wasn't time to actually say anything between the tics, it's not just his actual words that demonstrate he's doing it all on purpose. He stands up as visibly as possible right in the doorway, continually looks around to involve and engage as many people as possible in what he's saying and even actively squares up to the guys as they go to leave the train. If you're not a racist piece of shit and all this terrible stuff was coming unbidden out of your mouth you'd squash down in a corner or keep your eyes to the floor or any other way of trying to downplay it as much as is possible. The way he kind of barks and repeats stuff is an odd speech pattern for sure, but literally everything else about his actions screams intent. Bearing in mind that his tirade was filmed for seven minutes before he got punched, and fuck knows how long it went on for before the video started.
ETA: sorry, the video was seven minutes long but only five of it was him shouting shit.
