I've got a vinyl plotter for making signs with and it eats vectors. Does anyone have a recommendation for a program that can trace stuff like logos and turn them into vectors? I've tried Corel draw but it's only a free trial and although I can get it to trace and delete the background I can't seem to produce anything that signcut Pro is happy to open.

Have you checked that the paths made in Corel draw are closed?
I don't know the app sorry but it looks like it's creating an isolated raster image rather than a vector to me. The chequerboard effect looks very Photoshop.
I think a different program might be the answer, this buggers awful complex for what I want.
It's inevitably fiddly. What is it you're doing? If it's for paying customers then I'd just ask for vector artwork or else tell them it'll cost however much extra it will cost you to use some online service where someone will do this for you.

It's just for myself mark, not to make money but maybe save money in the long term and so I can bash out a quick sign for the toilets or staff only or whatever. the text I can do in sign cut it's the logos that are the problem and it'd be nice to have a way to do it that isn't "force zardoz to do it" however satisfying that might be.

I think you could do a lot worse than put it on https://www.fiverr.com/ and ask for quotes from freelancers to trace the existing logo into a vector format. I think you'll get quotes back from people overseas for a pittance.

Not for this task, though? Going from a raster to a vector isn't just a file format conversion.

If I have to use one of the many many other services for doing this online I'll be sad.

Err, is it possible you somehow don't know what a vector graphics format is, and why it's different from a raster one? I can't imagine any automated service being capable of doing this.
