No, I didn't see the sign up thread, either, until I was specifically looking for something (else) on the news ticker. I think it makes sense to have at least the sign up as visible as possible, so in the main forum. Everything else can be put in the dedicated sub form, but it makes sense to make the sign up viewable to all as easily as possible.

I never use the 'view active topics' link myself, just because that's not the way I browse the forums.

Anyway, just the MimiPOV.
