Only if they're placed inconsiderately. The council always recommend that you don't block footpaths and such with your bins.

There's a man in my street who is blind and I saw him bash into a car that was parked on the pavement once. It wasn't very nice so I can totally see why they would put this story out.

Also.. I reckon they've only published it to remind people to be good.

The pavement outside the house I reside in is only 1.3x the width of a bin. Which is a pain. Also, it doesn't appear to be illegal to park on the pavement* from what I have been reading of late**. Certainly, I used to park the motorbike on the pavement outside college with no problems and Headington had loads of traffic wardens and things. The offence seems to be driving ont he pavement or blocking the right of way, but if you can walk around the car in the carriageway this seems to be acceptable. I lead quite the exciting life.


*caveats apply
** there are some cars parked 3/4 on the pavement as I walk up the hill each day and I got curious

I put the bin out at ten past eight this morning and I fear it was too late. The bin men here race around and get it all done ASAP so they can cock about for the rest of the day. I know this as I used to date a lass whose dad was a binman when he was younger, and someone else I used to work with was a binman, too. he saw people playing naked tennis once.
