It'll be looking for words in the content, assigning a weight to them depending on how nasty they are, and then deciding whether to block based on that. Included in that list will be words relating to how to get past it.

Generally if your employer puts something like that in place, attempting to get past it will be very much frowned upon.

Is there no way of making a user-controlled toggle on/off swear filter that could bypass this, or is that too much work/impossible?

If people could set it to on and also set their own swear filters, then maybe it wouldn't be a problem.
