TECH!

It asks Giphy for the top 25 (or 50 - can't remember) results, and picks one of them. It stores the URL alongside the search query and the post id, otherwise it would change each time the page was loaded.

So, if you quote someone it's a new post id, so it will change - but only for that post. Any further matching search queries in that post will be the same.
