It looks more like he's either used a really poor camera or, when saving the image, he's whacked the JPEG compression up to a ridiculous degree so the image size is smaller but really crappy.

But them again, taking a photo of a TV screen with a mobile phone late at night for quick lulz isn't going to give an award winning picture, is it?
