More of those films exists for different towns, all voiced by Telly. I'm certain Portsmouth is one of them and there's a Scottish one as well. Being the 70's it's probably Aberdeen (being the oil boom town). They were made as quota fillers for cinemas to fulfill their quota of British made films to show rather than proper promotional videos. |
