That depends on whether you are looking after the society now, or the one that's coming in the future. If this society could stop looking after children and the people that have them, they'd be shedloads of spare cash (and unemployed teachers).

Not a necessary part, no. And there are plenty of people around who don't have food and warmth. Maybe if there were less children we could do more about that.

Obviously, there's a lot of Devil's Advocaat being drunk here, but there do need to be less people in this country, and indeed the world.

The point is you subsidise things you have too few of.

We do not have too few kids by any stretch of the imagination, therefore we should not, for a simple society's sake calculation, be subsidising their creation.

No, as starving children is bad.

But if there were fewer incentives for procreating repeatedly when you can't afford to do so without massive handouts, then perhaps fewer people would do it.

Of course, and the very idea of abandoning children without support is abhorrent. This planet can't support six billion people though, and we've got no other place to go right now, so it's time to really start considering long term options for managing our global population in a sustainable way. I don't know what those are, and I know China has tried and failed with appalling results, but we need to change mindsets away from the idea that population growth is vital for continuation of the species. It really isn't - in fact it's beginning to become the greatest threat to continuation of the species that there is.

In Deus Ex there were adverts offering financial incentives (to friends/relatives, obv) from the government to people willing to commit suicide.

Yes, and people in poorer countries are having ten kids on the off chance that one might survive.
