It's because he's making it himself, no mention of qualified IT staff anywhere there. Frankly I'm amazed he hasn't done it in a fucking spreadsheet. The whole thing will be living on a shitty laptop hard drive with no back ups and when that disk shits the bed it's no toys for anyone. Won't somebody think of the children?
