Well, that could equally be because memory isn't perfect and trying to recall what one had for breakfast is difficult let alone the specific channel number and year of a program from 40 years ago. It would really have been weird if everyone had said "Oh year, 1971, channel 38, on at 4.25!"

No, because multiple instances across geography and time indicate some manner of targetting the signal.

It went too quickly from "weird kids TV" to "magic ghosty TV thing". Needed more slow and spooky and disturbing build up - the sudden "it was ghosts!" is to quick and jarring.
