Welllllllll, ringing them did no good, I just went on indefinite hold. Wanted to mail them but my Message Centre is not accessible at this (or any other) time, for sending OR receiving messages. I've managed to log a fault call, so we'll see if I get an answer within 24 hours, as they promise.
Think I'm going to end up sellotaping three pound coins to a bit of card to send to THEM.

Solution: don't ever use Paypal for anything ever. Despite it's alleged ubiquity I've only ever used it once in about 1999 and don't seem to have suffered at all from eschewing it since then due to general horror at it's business model.

I am now officially free from PayPal debt. The problem was apparently that the debt was in dollars and I was told some bollocks over the phone about my account not being able to handle it in pounds. A box was ticked on my profile and 'voi la,' the universe is in balance again.
I need a lie down.
