What, "or filling"? That's because you'd already said filling - i.e. it can be either icing or filling - neither that, nor the sentence in full, makes what I said wrong.

Now if it had said "or filling when used inside cakes" that would exclude it from being called icing when used as a filling, but that's not what it says.

But sometimes you have things that are the same. Like wood in a frame in a wall with hinges . Most of the time it is a door, but sometimes it is ajar.

Maybe it is like batter: which can be Yorkshire puds, but Yorkshire pudding around sausage is toad in the hole. But then if you cook it differently and dip things in it it is just plain old batter. Unless it is flat, and then it is a pancake. And probably more things.

I think my grandmother would call it buttercream when used inside a cake and buttercream icing when used to top cakes, but I bet both are used interchangeably by some folks. As long as it tastes good :)
