if you fall into an exemption then you get free prescriptions for anything. Rationale being that in your verruca example, if that got complicated for someone with diabetes then in theory it could complicate the diabetes itself. In reality its part that, part less hassle than identifying individual items (which would cost more than it saves)
As I recall the blanket cancer exemption is newish. Cos cancer has been trendy and cool for politics for the past 20 or so years.
